Notes referred to are the Notes exchanged between är. Kato
and yourself on April 3, 1911 and contained in the Confidential
Print (Japan Commercial Treaty Negotiations) 20053 April 3
Sections 1 and 2.
As the statements contained in the present Note
from the Japanese Government appear to correspond with the fact
of the case, and as the secret Notes referred to were exchanged
in London and not in Tokio, I do not propose to reply to the
communication of the Imperial Government pending further in-
structions from you.
